SPA Statement – Chief Executive to stand down

The Scottish Police Authority (SPA) has today announced that Mr Hugh Grover is to stand down from his position as SPA Chief Executive.

Susan Deacon CBE, Chair of the SPA, said:

“On behalf of the SPA Board, I would like to thank Hugh for his contribution to the work of the SPA and wish him well for the future.”

Hugh Grover said:

“It is with much regret that I am stepping down from my role at the SPA, but it is clear to me that it is the best course of action for me and the Authority at this time.”

The Authority has taken immediate steps to put in place interim arrangements and will make a further announcement shortly.


Mr Grover joined the SPA in October 2018. He has been on a period of ill-health absence since May 2019 and his resignation will take effect from 10 September 2019 when his current absence comes to an end.

The SPA Board has approved payment of his contractual entitlement to three-months pay in lieu of notice.

The annual remuneration of the SPA Chief Executive post is in the range £115-120,000.
